Visiting Instructor Highlight

Neil MooreT. Neil Moore Beginning this fall, T. Neil Moore is a visiting instructor of Public and Environmental Affairs at IPFW. He received a Bachelor of Arts in criminal justice from Kent State University in 1972 and a Master of Public Affairs, with a concentration in management, from IPFW in 1986. He is currently pursuing doctoral studies in adult and community education through Ball State University. Additionally, Neil has served as an associate faculty member at SPEA-IPFW for the previous twelve years. His teaching efforts include Introduction to American Law Enforcement, Introduction to the American Criminal Justice System, and Criminal Investigations. Neil has spent 22 years in law enforcement. During the 20 years he was with the Fort Wayne Police Department, he served for ten years as its chief of police. After his retirement in October, 1997, he was the project director of the Fort Wayne Regional Community Policing Institute. Neil resides in Fort Wayne with his wife, Margene, and his two sons, Zach and Graham.

Director’s Notes by William G. Ludwin

As we begin another academic year, I look forward to new students in my classes and the annual fall Honors Convocation. My class, V371 Financing Public Affairs, has 40 interesting students who seem willing to challenge me and each other as we explore the political and economic issues involved in the business of the public sector. It’s a fresh slate for me and them, and we start anew to do better than we did last year and to have some fun doing it. At least I think it’s fun. In this issue you will find the names of 115 of our 325 majors who merited semester honors or Dean’s List status. This is a remarkable accomplishment when we remember the rigor of the courses required for our degree programs. Please take a moment to read the names of these students and acknowledge their accomplishment when you see them. Just a mention will mean that you recognize the hard work they put in to merit recognition at the Honors Convocation. You will also notice some recent information about SPEA alumni. If you have some news you would like to share, include a note on the solicitation return card. You don’t have to make a contribution to get your name in the next newsletter, but we wouldn’t mind a contribution at all. In particular, I hope you will think about contributing to our new scholarship fund, but we will also gladly accept donations for general faculty and student purposes. Finally, I want to recognize the fine group of associate faculty who provide their time and expertise to our students. Without them, we would offer fewer courses with longer periods between offerings, and our students would be unable to make rapid progress toward their degree goals. These fine faculty are listed in this newsletter. You will be impressed with who they are and with their commitment to the SPEA programs. When you see them, add your thanks to ours for their help.

Approximately 95 students, alumni, faculty, and guests attended this year’s SPEA-IPFW graduation/alumni reception. It was held on Friday, May 1, 5:30-7:30 p.m. at the Pine Valley Country Club. The reception honored the class of 1997- 98, and featured the following award presentations:

Several graduate and undergraduate students were inducted into Pi Alpha Alpha, the national honorary society for schools of public affairs and administration. The 1998 Pi Alpha Alpha inductees are: undergraduate students Gary Baker, Rebecca Cooper, and Steven Parnin; and graduate students David Benson, Dan Carr, Andrew Klinger, Jane Loomis, Maureen Voors, Jerry Widmeyer, and Joy Zirille. The 1998 Alpha Phi Sigma inductees were also honored at the graduation/ alumni reception. Students inducted into this nationally recognized honor society for students in the criminal justice sciences are undergraduates Nicole Geller, Kevin Neher, Jennifer Scott, and Michele Thorne.

Spring 1999 Registration Dates Announced

Advising is more than class selection, so take advantage of meeting with an advisor sometime during the semester. Some students ARE REQUIRED to consult a professional or faculty advisor before registering for classes. This includes: · Freshmen (less than 30 credits) · Students in the pre-criminal justice or pre-public affairs programs · Students who plan to graduate in Spring or Summer ‘99 · Students who are on academic probation

Lewis Participates in National Child Welfare Conference
in Washington, D.C.

Sue Lewis (A.S.C.J ’84, B.S.C.J ’87, M.P.A. candidate), board member of Specialized Alternatives for Families and Youth, participated in the national Child Welfare League of America conference held in Washington, D. C., March 11– 13. Highlights of this year’s conference—entitled “Children ’98 – America’s Promise”—included speeches by Tipper Gore and Attorney General Janet Reno. Workshops covered a wide range of child welfare issues, special presentations addressed needs of Hispanic and African American children and families, and awards were presentated to outstanding child welfare and direct service workers. The annual national CWLA conference is held in the nation’s capital to enable participants from around the country to visit their Congressional representatives and discuss proposed legislation that will affect the lives of vulnerable children and families. CWLA is comprised of nearly 900 public and voluntary agencies across the country that provide a wide range of child welfare services. The league sets standards of excellence for child welfare practice, is the world’s largest publisher of child welfare materials, conducts research and training, and supports policies that benefit at-risk children and families. Headquartered in Washington, D.C., CWLA has branch offices in Chicago, Los Angeles, and Boston. Specialized Alternatives for Families and Youth, a CWLA member organization, was founded in 1984 to provide quality treatment foster care as well as supportive programming for youth and families. It has become one of the top five treatment foster care agencies in the nation serving over 800 youth and families. Its divisional offices in Indiana are located in Fort Wayne, Plymouth, Muncie, and Indianapolis.

Faculty
David May received the rookie volunteer of the year award from the American Red Cross of Northeastern Indiana at their annual meeting on June 16 at Hall’s Guesthouse.
Carol Steinhaus was one of 28 Indiana University faculty members, representing a wide variety of disciplines from IU campuses across the state, to receive a 1998 Faculty Colloquium on Excellence in Teaching (FACET) award. FACET awards are presented to IU faculty members who have demonstrated their exceptional commitment to teaching; their ability to be catalysts for students and colleagues; their capacity for self-evaluation; their creativity in course preparation and presentation; their skill in integrating instruction, research, and scholarship; and their influence and impact on student learning. The new FACET members were honored at the annual FACET Retreat, May 15-17, at the Fourwinds Resort on Lake Monroe near Bloomington.

Deb Richey, M.P.A. student and Nursing Director of Emergency Services at Parkview Hospital, received the YWCA’s Helene R. Foellinger Achievement Award during the organization’s annual Women of Achievement awards dinner in April at the Grand Wayne Center.

SPEA-IPFW Graduates
Thomas Bartholomy, M.P.A. 1986 and associate faculty, will serve as vice president-ethics legislation, 1998-99 Board of Directors for The Advertising Federation of Fort Wayne.
Timothy Biggins, M.P.A. 1997, has been promoted to hyperbaric medicine operations manager, Regional Wound Care Center, St. Joseph Medical Center.
Sandra Flum, M.P.A. 1996, was recently hired to keep track of legislation affecting Allen County while serving as a legislative liaison for the Allen County commissioners.
Jessica Henry, B.S.P.A. 1986, has joined Great Lakes Search, a StaffMark company, specializing in engineering recruitment. Michael Lamborne, M.P.A. 1986 and former associate faculty member, has been named postmaster of the United States Postal Service, Indianapolis.

SPEAking of Alumni

Jeff MillemanAlumnus Jeffery Lee Milleman says the emphasis on research-paper writing and the training he received in statistics in his M.P.A. program have helped him tremendously in his career development. Jeff, who accepted a position with IPFW Dental Research in 1989, was promoted to Research Scientist/Clinical Investigator with IPFW Dental Research, shortly after he earned an M.P.A. with a concentration in health systems administration in spring 1995. As a researcher, his on-going responsibilities include serving as clinical investigator in human clinical trials, reporting statistical evaluation of study data, and report writing and presentation of results at scientific meetings both nationally and internationally. This past summer Jeff presented study results at the Annual IADR (International Association for Dental Research) meeting held in Nice, France. This was just one of the 28 scientific papers he has presented or co-authored at American and/or international dental meetings. In addition to the M.P.A. Jeff received from IPFW, his educational background includes a Bachelor of Arts in biology from Indiana University, Bloomington (1978) and a doctorate in dental science (D.D.S.) from the Indiana University School of Dentistry (1982). Before joining IPFW, Jeff operated a private dental practice which he opened in Huntertown in 1982. Jeff spends his personal time on the bleachers watching soccer, baseball, and basketball games to cheer on his sons, Kyle (12) and Carter (8). He is also dedicated to his life-long hobby of running and fitness. To date he has run two marathons and one ultra marathon. His long-term goal is to run a marathon in every state before “his knees give out,” and to run a marathon with his sons.
