Several minor changes were suggested by committee members; Rachelle Darabi and Rick Ramsey agreed to incorporate these changes in a revision of the proposal. a. “Relationship to Existing Degree Programs in the IU System”: Clarify that the TESOL certificate does not necessarily have to be earned along with a B.A. in English. b. “Admission, Completion, Residency, and Eligibility Requirements”: Change requirements from those that apply to a B.A. program to those that apply to any IPFW baccalaureate program. c. Listing of courses in TESOL Certificate: Add that prerequisites may be required for some courses. Remove the listing of courses in the Linguistics option (which does not apply to the TESOL certificate). Add EDUC M445 to the listing of Methods courses, and AUS 309 to the Language Acquisition courses. 2. Motion was made (by David Oberstar and seconded by Gail Hickey) that it be reported to the Senate “for information only” our finding that the proposed Undergraduate Certificate in Teaching English as a Second Language requires no Senate review. Motion was passed unanimously. 3. C. Lawton will forward proposal to the Senate EPC upon receipt of the revised proposal. Meeting was adjourned at 12:45 p.m. Approving Not Approving Absent G. The CRS voted unanimously in favor of the following remedy to this problem: a. The CRS recommends that the VCAA direct all academic units to provide a cover letter for all program proposals sent to the CRS, the letter to speak to the four topics that SD 81-10 requires CRS to consider as part of its evaluation: (1) the rationale for the proposed program; (2) the use of IPFW resources; (3) the relationship among proposed and existing programs; and (4) other effects on IPFW and on IPFW's constituencies. Further, that the letter be accompanied by a memo from each school/division that the school/division has reviewed the proposal and provided any comments it may wish on the above four items from SD 81-10. And finally that the letter explain how the responses have influenced the final version of the program proposal. b. The CRS will observe the following step as part of its review procedure: Upon receipt of a proposal, the OAA, on behalf of the CRS, will distribute the proposal to all deans/division chairs and department chairs for comment. The CRS will discuss the program proposal after receiving department/division chair and deans comments. McCants conveyed concern from the VCAA that past lack of communication between academic programs regarding proposals for new programs has resulted in inadequate opportunity for potentially impacted programs to give input before approval of the proposal by the CRS.
