ACTION ITEMS:

1.    On a motion by Ken Balthaser and second by Peter Iadicola, the minutes of the August 24th

    Meeting were approved, with editorial change in #6.
     
2.    On a motion by Barrett and a second by David Oberstar, a motion was made to reconsider
    Item #6 from the August 24th meeting. The motion passed.
3.    On a motion by David Oberstar and a second by Peter Iadicola, a motion was made that the Budgetary Affairs Subcommittee
       will prepare a report to the Faculty Senate on the proposal to move IPFW to Division I status in the NCAA, with the intent
       that the report would be presented at the October meeting of the Senate. Further the report will be based upon the following:

a.    May 8,2000 "Feasibility study Division I athletics"
b.    Budget documents from athletics originally dated June 1984
c.    June 28, 2000 responses to BAS from VCFA Branson entitled "Division I"
d.    September 5, 2000 "Updated Feasibility Study for Division I Athletics"

Motion passed.

ACTION ITEMS:

1.    Guthrie distributed the administration’s answers to questions about D1 raised by BAS members in two meetings last spring. The cover letter was dated June 28; however, Guthrie held the materials until getting clarification as to what if any of the responses were to be considered confidential. The administration has asked that the responses be kept confidential unless a majority of BAS members vote to include items in any report(s) it may render.

2.    Guthrie distributed a letter provided by the administration supporting its allegation of the leaking of confidential information by BAS. In discussing the allegation BAS noted the following:

        A.    When questioned, Vice Chancellor Branson had stated to BAS two aspects of the "first round" of D1 materials provided BAS that were to be considered confidential. The items cited in the letter were not among the two items classified as confidential by Branson.

        B.    The letter was sent to Kenneth Burns, Executive Vice-President and Treasurer of Purdue University, West Lafayette. Mr. Burns is in the chain of command for decision-making by Purdue University.

        C.    The letter was dated after President Beering had publicly announced his position on the D1 application indicating that materials forwarded from this campus in support of the D1 application had indeed been received at the West Lafayette campus of Purdue University before the letter was sent.

    Accordingly, BAS members determined that there was no violation of confidentiality; therefore, no action was recommended.
3.    Guthrie noted that the administration had decided not to pursue a second allegation of leaked confidential information because it involved the media. The administration noted that it would be difficult or impossible to get the support of the media in any investigation. Accordingly, the two allegations of the leaking of confidential information previously raised by Vice Chancellor Branson in a memorandum to Guthrie have now been addressed by BAS.

4.    The BAS reelected Guthrie as Chair of BAS for the current academic year. Guthrie indicated he would serve only if a member(s) would agree to record minutes.

5.    BAS discussed filling the vacancy on BAS created by the recent resignation of Mark Masters. BAS unanimously recommended Kenneth Perry to serve subject to the question of violating rules regarding concentration of membership.

6.    Discussion on a response to the Senates resolution (passed last spring) to provide comments on the D1 application followed. Iadicola made a motion to divide a response into sections and start work on the report with sufficient dispatch that it can be submitted to the October meeting of the Senate. Additionally, the report should be based primarily on the May 8 document received from the administration. Oberstar seconded the motion. After discussion motion was passed.
