Chair David Oberstar called the meeting to order. The minutes of the December 6, 1999 meeting were approved.

J. Violette discussed the status of the library's building and renovation plans.

The list of Special Needs Funds proposals was distributed. Prior to the next meeting, more complete information will be distributed to each subcommittee member.

Discussion of the proposed ReservesEXpress resolution (begun on December 9, 1999) was postponed until the next meeting.

The next meeting will be held on March 16 at 1:30 p.m. in the library room 419.

Draft Resolution Regarding the Fair Use of Reserve Express

The subcommittee proposed the following policy to forward to the URPC:

Whereas Reserve Express allows faculty members to provide electronic versions of class material (such as handouts prepared by instructors and copyrighted material from books, journals, and magazines) to their students via the internet,

Whereas the Helmke Library must use funds from its book budget to pay a copyright fee for each student in a given class for which the instructor has placed an item on Reserve Express after it has been placed on reserve for one semester.

Therefore, be it resolved that procedures be created and implemented to educate our faculty on:

a) the FAIR USE of copyrighted material and

b) the judicious use of the Express Reserve system.

(It was suggested that we ask the faculty to respect the fact the use of this system incurs a cost to the Helmke Library and that, therefore, both faculty and students should use this service with restraint.)

Be it further resolved:

that faculty be encouraged, prior to the start of a given semester, to prepare instructional material that can be incorporated into COURSE-PACKS and sold in the bookstore.

that instructors be LIMITED to ONE HUNDRED of pages of copyrighted material that can be placed on Express Reserve for a given course.

(This last item (lines 26-27) has not yet been discussed.)

It was decided to regard this draft resolution as a working document which will be completed soon after the committee considers details regarding the cost to the library of the Express Reserve system and the implications of the Digital Millennium Copyright Act.

The meeting was called to order at 11:10 a.m. The minutes were approved as amended. (K. Murphey was added as present.)

The discussion focused on the Faculty Guide to Course Reserves Policies and Procedures Document with action postponed to the November 8 meeting.

The meeting was called to order at 11:05 a.m. by Professor Manalis, Chair.

Special Needs Funds

Revisions to the Special Needs Funds application guidelines for 1999/2000 were approved. These included the addition of the following three statements:
to item 2: No item that assumes a recurring or on going commitment should be requested.
to item 4b: Specific titles may be substituted, but the focus of the proposal should not be altered.
to item 5e: The library will only purchase a single user license.
Reserves Policies and Copyright Fair Use
Cheryl Truesdell reviewed the Fair Use Guidelines for Electronic Reserves and policies and procedures used by several other libraries for their electronic reserves. At the next meeting the Subcommittee will use these to address the IPFW policy for course reserves, including electronic reserves.
The meeting adjourned at 12 noon. The next meeting of the Subcommittee will be on Monday, October 25, at 11 a.m. in Library 241. Additional meetings were scheduled for November 8 and 22.

The meeting was called to order by Professor Cothern, convener.

The Subcommittee elected Rich Manalis and David Oberstar as co-chairs. Professor Manalis will chair the subcommittee during the fall semester. Professor Oberstar will chair the committee during the spring semester.

There was a discussion of topics to discuss this year. Copyright and ReservesEXpress will be on the agenda at the next meeting.

The meeting adjourned at 12 noon.
