Minutes from Distance Learning Subcommittee 2/18/00

Absent: Pat Ashton, Samatha Birk, Jack Dahl, John Fitzgerald, Dr. Hannah, Rhonda Meriwether, Linda Meyer, Carol Sternberger, Mike Stockstill, Judie Violette

The weather conditions for this meeting date were unfavorable and this accounted for a major portion of the attendance problem. A decision to cancel the meeting would have occurred at the last minute and the decision was made by the chairperson to go ahead with the meeting in spite of the weather complications.

I Operating Principles - copyright issues

Deb Conklin distributed the following:

1) Article, AWho=s on First@ B deals with course material ownership at colleges and universities, taken from the Indiana Partnership for Statewide Education newsletter

2) Sample contract agreement from IU for the production of Distance Learning courses and materials can be viewed at the following website:

DE Sub committee requested clarification regarding its role in making recommendations regarding copyright and intellectual property.

II Assessment & Evaluation

Issues:

1. Is Distance Learning accomplishing what we want it to do? Quality education and accreditation issues need to be addressed.

2. While assessment is a worthy goal, it was noted that the learning experience in DE courses should not be singled out for special scrutiny. The assessment needs to be done in such a manner that comparisions of the learning outcomes in identical DE and on campus courses can be made.

3. Distance learning course /support issues:

Interaction between faculty and students should be encouraged in IPFW DE courses.

4. On-campus student services should be available for distance learners.

Sub issues:

1. International students/and other non -PFW students

International students need to be referred to Barb Waters.

-Would they be admitted to IU or PU at main campuses?

-Could an arrangement be developed whereby International students could enroll in their home institution and IPFW bill that university for course work?

-Is this within the IPFW mission?

III Structure of DE degree offering

Issues:

1. Could degrees offered through IPFW be packaged into distance education delivery system?

- General Studies (liberal arts) [PACE is a program currently set up with 2

of courses delivered through distance learning classes.]

- All departments offering courses in a degree would have to approve, i.e. math would have to approve in order for a business associate to be delivered.

2. Committee discussed the strategy that general education courses be developed to serve as the Abackbone@ at IPFW for a distance learning degree. This would allow technical or professional schools to begin adding courses that might ultimately lead to a certificate or degree.

IV. Other matters

Announcement that IPFW faculty and staff may purchase CD-ROM tutorials through West Lafayette for $10 -CBT (Computer Training Program). These programs included basic , intermediate and advanced tutorials for software applications and Internet use as well as more advanced programming applications. http://www.dis.purdue.edu/cbt/index.cfm

 

ACITAS report or update was provided by Ed Moritz

1. Mark Meyers gave demonstration of End Notes ($300 per license) - includes Word Perfect and Web site access

2. NAPSTER - banned @ IU - jams network because of full-stream music.

3. June - contract is up for Word Perfect, not currently scheduled to be renewed.

The next DECCO subcommittee meeting is March 24, 11-12, Kettler 145 (Constituting Education Conference Room).
