Whereas the relative underfunding of IPFW has been well documented and
communicated (i.e., Chancellor Joanne Lantz's May 1, 1992 memorandum to Purdue
University President Steven C. Beering).
Whereas the Lantz memorandum concluded among other things that:
- Although IPFW (was) sixth in FTE (full-time equivalent) enrollments (in
1991-92), its [per FTE] funding (had) dropped from seventh to ninth (position)
over the (previous) five years.
- IPFW's appropriation based on FTE count (was) $6,624,016 less than the
average for the 14 institutions.(1)
- IPFW's appropriation based on student headcount (was) $9,576,756 less than
the average for the 14 institutions.
Whereas, the Indiana Higher Education Commission's recommendation(2) to the
State Budget Committee for funding for the 1997-98 fiscal year if adopted would
cause (A) IPFW's appropriation (based on FTE count) ranking to fall another two
positions to eleventh, (B) IPFW's appropriation (based on FTE count) to be
$6,446,970 below the average, and (C) IPFW's appropriation (based on student
headcount) to fall $12,386,691 below the average.(3)

Whereas, the highest recommended per FTE student appropriation (for Indiana State University) is 86 percent higher than IPFW's recommended per FTE student appropriation.
Whereas, IUPUI general academic(5), comparable to IPFW in geographical setting and program complexity, has a recommended per FTE student appropriation 20.5 percent higher than IPFW's recommended per FTE student appropriation.
Whereas, all the independent and Indiana University affiliated campuses (except Ivy Tech and IU-Southeast) have a higher recommended per FTE student appropriation than IPFW.
Whereas, according to the AAUP salary report, (February 1996) salary compensation for professors at IPFW has slipped from a ranking of 1*, 1, 1 for full, associate, assistant professors respectively by the AAUP in 1972, to a 4, 4, 4 ranking in 1995 for similar institutions.(6)
Whereas, Academe ( March/April 1995) reports salary compensation for IPFW professors (all ranks) is eleventh out of the thirteen institutions for the 93-94 academic year.(7)
Whereas, under the current management agreement Purdue University has sole responsibility for making IPFW's case for funding with the Higher Education Commission and the state legislature, BE IT RESOLVED THAT:
The Fort Wayne Senate requests Purdue University West Lafayette administrators, in consultation with the IPFW administration, to make a special effort to remedy this severe underfunding during this session of the General Assembly, and further that the Fort Wayne Senate receive a report regarding these efforts as soon as possible but no later than February 20, 1997.
The Fort Wayne Senate recommends that the IPFW administration work with Purdue University West Lafayette administrators to develop a strategic approach to solve the long-term problem of underfunding at the Fort Wayne Campus.
