Subject: Resolution on underfunding of IPFW

Disposition: To the Presiding Officer for implementation

Whereas, the longer-run deterioration (from seventh in 1986-87, to ninth in 1991-92, to eleventh in 1996-97) in IPFW's FTE operating appropriation relative to its peers was well documented last year in Senate document 96-7 (amended and approved 12/9/96);

Whereas, Senate document 96-7 read as follows:

The Fort Wayne Senate requests Purdue University West Lafayette administrators, in consultation with the IPFW administration, to make a special effort to remedy this severe underfunding during this session of the General Assembly, and further that the Fort Wayne Senate receive a report regarding these efforts as soon as possible but no later than February 20,1997.

The Fort Wayne Senate recommends that the IPFW administration work with Purdue University--West Lafayette administrators to develop a strategic approach to solve the long-term problem of underfunding at the Fort Wayne campus.

Whereas, an analysis by the Indiana Commission for Higher Education shows that IPFW received no funding relief in the legislative session referenced above:

Whereas, IUPUI--General Academic, a campus similar to IPFW in terms of authorized programs, received $854 (or 22.6 percent) more per FTE student than IPFW in 1997-1998.

Whereas, the Vice Chancellor for Financial Affairs, Walter Branson, has provided information that shows IPFW has dropped significantly below Purdue-Calumet in the 1998-1999 per FTE student operating appropriation;

BE IT RESOLVED THAT:

The IPFW administration, in cooperation with the Purdue University--West Lafayette administration, present plans at the April 1998 meeting of the Fort Wayne Senate for improving IPFW's per FTE operating appropriation to at least the average of its peers (shown above)-$4,467 as of 1997-98.
