David Oberstar, Chair
SUBJ: Resolution regarding ReservesEXpress and
FAIR USE
DATE: March 19, 2002
DISPOSITION: To the Presiding Officer for
implementation
Whereas ReservesEXpress
allows faculty members to provide electronic versions of class material (such
as handouts prepared by instructors and copyrighted material from books,
journals, and magazines) to their students via the Internet; and
Whereas the Helmke Library
must use funds from its book budget to pay required copyright fees for items
placed on ReservesEXpress after they have been on reserve for one semester;
Therefore, be it resolved
that procedures be created and implemented to educate the faculty on:
a) the FAIR USE of
copyrighted material and
b) the judicious use of
the ReservesEXpress system.
Be it further resolved:
That faculty be encouraged to use such alternative methods of
delivering instructional materials as course packs and links to full‑text
web sites, and
That faculty be limited to
the budgeted amount for copyright fees currently established by the library.
