Senate Document SD 86-8
(Approved, 12/15/1986)

RECOMMENDATIONS AND RATIONALE

General Considerations

  1. All of the units should be designated as "School of. . . ." This same designation should be used for all six of the units listed below. New names are suggested for each of the proposed schools to reflect the new organization.
  2. Each school should have a Dean, not just a Chair, serving as a "coordinator." The Dean should have organizational skills and an academic background that has potential for increasing communication among departments and strengthening the ability to meet accreditation require- ments where applicable.
  3. All Chairs should report directly to their Dean.
  4. This reorganization plan deals only with academic concerns and directly related administrative matters. Any course for credit through this campus must be offered under the aegis of one of these schools. This reorganization plan makes no recommendations for non-academic departments/ divisions.
  5. As stated in the Chancellor's Memorandum on Academic Reorganization, October 8, 1986,

"Current evaluation criteria and procedures associated with the Indiana University and Purdue University faculty appointments can be maintained.

"Current curriculum matters can continue to be reviewed and approved according to the appropriate Indiana and Purdue policies and procedures."

  1. Approval and implementation of this or of any proposed reorganization should be accompanied by an agreement between Indiana University and Purdue University which would allow academic units on this campus to exercise broad discretionary authority to deal with the problems regarding personnel, conditions of work, promotion and tenure, and other matters affecting faculty rights and duties which may arise.

School of Arts and Sciences

  1. The School of Arts and Sciences should not be distinguished as "College" because its organization is not sufficiently different from other schools to warrant a different title.
  2. Audiology and Speech Sciences, due to its broad-based curriculum, belongs in this school rather than in the School of Health Professions. This is a pre-professional academic program and would thrive in Arts and Sciences.
  3. As noted in 2. below, the Computer Science mission residing in the Department of Mathematical Sciences should be transferred to the Computer Science and Information Systems Department in the School of Engineering and Applied Sciences.
  4. The coordinators of Women's Studies, General Studies, Gerontology, and the Honors Program should report to the Dean of the School of Arts and Sciences.

School of Business and Management Sciences

  1. The units in this school have commonality and mutual interests; however, the administrative requirements for these departments to function in a school will have to be made to accommodate system-wide schools.
  2. Supervision should have its name changed to Supervisory Management and Personnel. This name change would more clearly identify the curricula of this department as opposed to being a change in mission.
  3. Consumer and Family Sciences should remain intact, to include Restaurant- Hotel Management and Interior Design. Commercial applications of design concepts are a significant aspect of their curriculum and, therefore, they are more closely allied to Management Sciences than Fine or Performing Arts.

School of Education

  1. To strengthen the case for accreditation and to facilitate relations with the regional educational establishment, Education should reside in a separate unit.
  2. The mission of the Division of Labor Studies is to provide university- level non-credit and credit labor studies programming to meet the needs of workers, as members and leaders in their employee organizations, as active and interested citizens in their communities, and as free and responsible individuals in a democratic society. This is accomplished by close consultation and cooperation with leaders of organized labor in northeast Indiana. Therefore, Labor Studies, as an academic discipline, should report to the Dean of Education. Labor Studies should not be in a School of Business and Management Sciences.
  3. The coordinator of Transitional Studies should report to the Dean of the School of Education.

School of Engineering and Applied Sciences

  1. "Applied Sciences" is a better description of the programs contained in this unit than "technologies."
  2. "Computer Science and Information Systems" is a new department whose program combines the missions currently contained in the present Computer Technology Department and the Computer Science mission of the Department of Mathematical Sciences. The intent of this change is to offer all courses in computer science, information systems/science, and software engineering through this single department. It is envisioned that some faculty of this department will hold joint appointments in other schools or departments.
  3. With the changes in program philosophy implied by 1. and 2., it is appropriate that Engineering reside in this school.

School of Fine and Performing Arts

  1. This school should have a Theatre Department.

School of Health Professions

  1. These are the several programs dealing with the delivery of health services

Library

  1. The Director of the Library should report directly to the Academic Vice Chancellor and not to the dean of any school.
