Senate Reference No. 02-7

TO:                 Fort Wayne Senate

FROM:           Executive Committee, 2001-02

DATE:            8 July 2002

SUBJ:             Committee report regarding selection of Senate secretary – for information only

Whereas the Constitution of the Faculty of Indiana University-Purdue University at Fort Wayne stipulates "the Secretary shall be a non-Faculty professional selected by the Executive Committee" of the Senate; and

Whereas on May 13, 2002, the Executive Committee, by a vote of 4-1, passed a motion to begin the search for a replacement for Barbara Blauvelt, Secretary of the Senate, and to advertise the position on campus as an overload position with the same responsibilities as the present Secretary; and

Whereas, on May 13, 2002, the Executive Committee members received an email from Peter Hamburger which stated, "I informed the Chancellor about our meeting.  His message is the following: Nothing will happen until the Executive Committee will sit down with him and discuss the issue;" and

Whereas, on May 30, 2002, the Executive Committee met with the Chancellor and discussed the options for replacing the Senate Secretary, chief among them an overload position with the same responsibilities as the present Senate Secretary and a new full-time position to be shared between Academic Ceremonies and the Fort Wayne Senate, and when asked by the Committee, the Chancellor stated that either of these options was acceptable to him; and

Whereas, on June 3, 2002, the Executive Committee, by a vote of 3-2, passed a motion that stated, "a job search be undertaken to fill the position of Senate Secretary, with the same responsibilities that the job presently entails, and that the job be advertised on campus as an overload position;" and

Whereas, on June 20, 2002, Chancellor Wartell wrote Peter Hamburger that he was "authorizing a full-time position to be shared between Academic Ceremonies and the Fort Wayne Senate.  Please coordinate the hiring and recruitment process with Sally Uchtman in my office."

Therefore, be it resolved, that the Executive Committee, being duly elected by the Fort Wayne Senate, and having voted twice in the majority to hire a new Secretary of the Senate on an overload basis, with the same responsibilities as the Senate Secretary had in the past, cannot, in fulfilling its responsibilities, participate in the recruitment and hiring process for the Senate Secretary as authorized by the Chancellor in his memo of June 20, 2002.
