Minutes from Educational Policy Committee:
Present: B. Abbott, H. Broberg, S. Hannah, L. Hite (chair), D. Oberstar
Absent: P. McLaughlin, J. Purse-Wiedenhoeft, G. Schmelzle
This end of the year meeting addressed three issues and identified potential agenda items for the fall.
All present unanimously approved the Assessment Council's update to SD 98-22. The revisions add more flexibility to the assessment process and still meet the criteria for the necessary number of voting faculty on a Senate committee.
Those present also unanimously approved a set of handouts for students and faculty describing the grade appeals process. These materials, sent forward by the Grade Appeals Subcommittee, are designed to clarify procedures and minimize delays due to misinformation. The handouts will be sent to Senate for information only.
Those present discussed a question from Bill Bruening regarding whether NSE (National Student Exchange) credits can count towards the campus residency requirement. The IPFW Bulletin indicates that only courses taken at IPFW or through IPFW sponsored programs count towards residency. EPC upholds the bulletin on this issue. L. Hite will notify B. Bruening.
Items for the future:
*Grades for students who do not attend classes:
P. McLaughlin has noted how Purdue WL and IU Bloomington handle this situation:
Purdue WL: Faculty are encouraged to assign an "F'. If the faculty member refuses, the registrar's office assigns an incomplete.
IU Bloomington: A grade of "FN" (F-never attended) was created 3 years ago
Either grade appears as an "F" on the student's record
S. Hannah also noted future topics of:
*Use of personal computer technology in the classroom by students.
*Concerns over faculty granting/encouraging late withdrawals so that students can avoid poor grades
*Articulation agreements
*Plus and minus grading
*Electronic submission of grades

The committee reviewed the proposal from the Calendar Subcommittee regarding revision of membership to be in accordance with the new Senate ruling that voting faculty members make up two thirds of all Senate committees and subcommittees. The proposal suggests eliminating one of the two student positions originally allotted. The proposal was approved unanimously by all present. It will be sent to the Executive Committee.
D. Bialik, Dean of Students presented the partial and full late withdrawal forms she and P. McLaughlin had been charged with preparing. Suggestions from the committee included adding a statement of confidentiality to both forms, revising the make-up of the committee to review full withdrawals after the 9th week so that it will include the dean of students, the registrar, and the department chair of the student's major department. Other recommendations included statements regarding documentation and a notice to instructors. The suggestions will be incorporated and the forms will be put into use.
The next meeting is set for April 16. L. Hite will be away from campus that afternoon; so another member will chair the session.

EPC Minutes: December 5, 2002
In attendance: B. Abbott, H. Broberg, S. Hannah, L. Hite, P. McLaughlin, J. Purse-Wiedenhoeft; Guest: D. Bialik
Dean of Students, D. Bialik talked about personal circumstances withdrawal. Currently there is no policy in place to guide students, administrators, or faculty when students must leave school for personal reasons after the withdrawal deadline.
It was decided that D. Bialik, P. McLaughlin, and a faculty member with professional skills in psychology of counseling would make up a committee to review such cases and make the necessary decisions. Follow-up would be coordinated through the Office of the Dean of Students.
D. Bialik and P. McLaughlin will prepare a document for EPC that will go to Senate for information only regarding this topic.
We discussed proposals from the Calendar Subcommittee regarding adding weekend classes to the summer schedule document, revising existing documents to include dates relevant to weekend classes, and the academic calendar for 2005-05.
All approved the proposals.
S. Hannah presented the Ivy Tech transfer policy for information. The updated policy uses the same criteria and processes to evaluate Ivy Tech credits as are used for other accredited institutions.
L. Hite noted that the proposal to change the membership of the Academic Advising Subcommittee is likely to face opposition in the Senate.
