DISPOSITION:     To the Presiding Officer for implementation

 

 

WHEREAS, a full-time compliance officer has been hired to handle university, conference, and NCAA regulations; and

 

WHEREAS, the hiring of a full-time compliance coordinator requires a rethinking of the structure and reporting relationship of this position.

 

RESOLVED, That the Senate pass the following recommendations regarding the compliance position housed in the Athletic Department:

 

  1. The compliance officer will fulfill all the compliance duties formerly assigned to the compliance coordinator and be given the title “Compliance Coordinator.”
  2. The Faculty Athletic Representative, in addition to the duties already assigned to that position, will be responsible for monitoring the activities of the Compliance Coordinator.
  3. The Faculty Athletic Representative will be given at least a 25% course release, preferably 37.5% (three courses), per year.
  4. The reporting lines will follow the attached chart.
  5. The Subcommittee on Athletics will meet monthly with the Compliance Coordinator in a session where no Athletic Department personnel are present.

Compliance Coordinator

(Supersedes Senate Document 92-17)

 

Duties and Responsibilities

 

A.  The Compliance Coordinator shall assist in interpreting and enforcing university, conference, and NCAA regulations.

 

B.  The Compliance Coordinator shall be accountable to the Athletic Director, Faculty Athletic Representative and the Chancellor for coordinating all aspects of IPFW’s institutional compliance with NCAA and conference regulations, including:

1.          Certifying initial and continuing eligibility of all student athletes, including transfer students;

2.          Developing and implementing comprehensive and continuing NCAA and conference rules education programs and procedures;

3.          Implementing and monitoring appropriate certification programs;

4.          Conducting, with the Athletic Director and Faculty Athletic Representative, the preliminary investigation of any rules violations or infractions.

5.          Monitoring award of financial aid to athletes; and

6.          Participating in new student athlete orientation activities at the beginning of the academic year and appraising student athletes of NCAA guidelines and of any rules changes.

 

C.  The Compliance Coordinator shall be a nonvoting, advisory member of the Subcommittee on Athletics (SCOA) and an advisor on the Eligibility Subcommittee.

 

D.  The Compliance Coordinator shall attend appropriate meetings of the NCAA and the conference.

 

E.   The Compliance Coordinator shall promote understanding of sports and their value in relationship to the educational and ethical commitments of the university.

 

F.   The Compliance Coordinator shall report to the Faculty Athletic Representative and the Athletic Director the status of institutional compliance activities as appropriate, but at least annually.

 

G.  The Compliance Coordinator shall make an annual written report to the Faculty Athletic Representative on his/her activities throughout the year.

Faculty Athletic Representative (FAR)

(Supersedes Senate Document 84.3)

 

Appointment:

 

The Faculty Athletic Representative will be appointed by the Chancellor, in consultation with the Subcommittee on Athletics (SCOA), for a five-year renewable term.

 

General Duties:

 

1.   To promote academic integrity in intercollegiate athletics, to facilitate the integration of the athletics and academic components of the collegiate community, and to promote institutional control of athletics on the campus.

 

 

 

2.   In order to facilitate the above description, the FAR will: (1) review legislation proposed by the NCAA at their annual convention and circulate a written report to the athletic community on campus; (2) the FAR will work closely with the Compliance Coordinator and the Athletic Director; (3) will discuss conference schedules and assess their impact on academic welfare, especially on the final exam schedules of student athletes; (4) will be involved in conference decisions that relate to waivers of conference eligibility requirements, especially academic requirements; and (5) will be involved in determining recipients of conference and school academic honors.

 

Specific Responsibilities:

 

1.   Ensure, with the help of the Compliance Coordinator, that student athletes meet all NCAA, conference and institutional requirements for eligibility for practice, financial aid and intercollegiate competition.

 

2.   Should arrange for statistical reports on the academic preparation and performance of student athletes for each sports team (information to be provided by the head coaches, Athletic Director, Compliance Coordinator, or any other appropriate source).  This should included the effectiveness of athlete class surveys to evaluate class performance during the semester, and should included how many student athletes receive their degrees.

 

3.   Should have direct contact with student athletes on a periodic basis.  The FAR should participate in new student athlete orientation activities and should interact frequently with student advisory committees.  Should address the student athletes as a group and emphasize the prime importance of the academic mission of the institution and the responsibilities of student athletes within that setting.  Student athletes must accept some additional responsibilities for their behavior that are not imposed on students generally, and these rules should be clearly stated to the student athletes.

 

4.   The FAR should be a source of information, support, and counseling for the student athletes that is outside the Athletic Department.

5.   The FAR should formulate and recommend institutional positions on NCAA legislation and other matters affecting intercollegiate athletics on the campus.

 

6.   The FAR should be visible to the student athletes by being present at orientation activities at the beginning of the year and exit interviews at the end of the year.

 

7.   The FAR should play a central role in any major institutional inquiry into alleged or suspected rules violations and in the preparation of any infractions reports submitted to the conference (if any) or the NCAA.

 

8.   The FAR, along with the Athletic Director,  will be directly responsible for monitoring the activities of the Compliance Coordinator.  These activities will include, but not be limited to:

     

·       Making sure that an Academic Record for each Student Athlete is kept up-to-date by:

a)     keeping a hand-written summary of each athlete

b)   maintaining the student athlete data in the NCAA compliance software program

c)   working with the Banner system to keep track of student athletes who drop below full-time student status.

 

·       Discussing interactions with coaches as to whether there are problems with rules interpretations, Clearing House infractions, and Financial Aid awards that are available.

 

·       Making sure that communication with the athletic advisors is continuing and that grade check forms and any problems with student athletes grades are responded to in a timely manner.

 

9.   The FAR shall be a voting member of the Subcommittee on Athletics (SCOA) and a voting member on the Eligibility Subcommittee.

 

10. The FAR shall submit an end-of-the-year report to the Fort Wayne Senate.
